以上的ORA-00704和ORA-39700 2个错误一般出现在升级数据库数据字典操作不当的场景中，可能是使用了版本错误的ORACLE BINARY也可能是数据字典本身有严重的问题了。
一般建议调整正确的 ORACLE PATH ，同时重新运行字典升级的脚本例如 catupgrd.sql； 如仍无法解决，则可能需要手动patch 数据字典了。
